Patrick Courcelles is currently the Counsellor for Science, Technology & Innovation and for Defence at the Embassy of Canada in Berlin. He manages the Embassy’s Innovation team, which covers files such as life sciences, clean technologies and energy and also manages the Canadian Technology Accelerator in Germany.
He recently completed a posting as Consul and Trade Commissioner at the Consulate General of Canada in Los Angeles from 2019 to 2023. He covered the clean technologies and education files, and managed a team of Trade Commissioners that covered infrastructure, life sciences, aerospace and innovation.
His previous assignments with the Trade Commissioner Service were at the Consulate of Canada in Guadalajara, Mexico (2011 to 2014) and the Consulate General of Canada in Sao Paulo, Brazil (2016-2019). He covered clean tech (among other sectors) in both postings. He also completed a one year assignment at the Consular Agency in Puerto Vallarta (2014-15).
Before joining Canada’s Foreign Service, Patrick worked at the University of Ottawa for almost nine years, where he held a variety of positions, including Director of French Immersion Studies and Director Financial Aid and Awards.
Patrick attended the University of Ottawa, where he obtained a Baccalaureate in Political Science and a Masters in Business Administration. He comes from the province of Manitoba and is fluent in French, English, Spanish and Portuguese, and has an intermediate-advanced level of German.
